No, this does not repalce the factory downpipe or flex pipe section. It replaces everything after the downpipe.

Will this fit my 2019 ram 2500 with factory airbags?
This will give you clearance issues unfortunately and will not fit. You'd nee to look at the 4" option HERE, there will be no problems with clearance at all.
