Is there any reason not to go bigger on the lift pump for potential future horsepower gains, does the excess fuel not just return to the tank
No, you can safely go bigger because all excess fuel is simply sent right back to the fuel tank via the pump's integrated return line. But running a massive 290GPH pump on a mostly stock truck will cause the electric motor to run noticeably louder, generate more ambient fuel heat, and wear out its internal components and filters slightly faster than a smaller, properly sized pump would.
